Dubai Health Authority (DHA) is a government agency that oversees the health system in Dubai and other Emirates excluding Abu Dhabi. This agency has come into existence in 2007 to effectively manage the health care system by developing a vision, strategy and plan for country’s largely unregulated healthcare sytem. DHA has introduced strict regulations and developed qualification parameters to be met by healthcare personnel from within and outside the country.
Before DHA, the regulatory authority was Department of Health and Medical Sciences (DOHMS) conducting similar qualification tests.
The nurses who work wish to work at hospitals in Dubai, Sharja and other Emirates of UAE, excluding Abu Dhabi must qualify the DHA exam.
There are 3 different Government Health organizations working in UAE, some only in one or more Emirates.

General authority of Health is the health authrity of Abu dhabi (HAAD). This also has its own qualification requirements to be met by health professionals to work in Abu dhabi hospitals.
